(I)
Under Major Head “3451” –“Secreteriat –
Ministry of Company Affairs” – saving of
Rs.4547.32 lakhs (against the sanctioned
provision of Rs.7668.00 lakhs) was due to non-
payment of cost of software, digitisation etc. for
implementation of Ministry of Company Affairs-
21 project in Coimbatore and Delhi due after
successful acceptance test.
(II) Under Major Head “3475” – “Other
Expenditure - National Company Law Tribunal
(NCLT)” – saving of Rs.254.14 lakhs (against
the sanctioned provision of Rs.328.00 lakhs) was
due to non-filling up of vacant posts owing to
court cases.
(III) Under one head saving of Rs.78.15 lakhs
occurred constituting 28 percent of the sanctioned
provision.
2.(I) The above savings were partly offset by
excess under Major Head “3475”- “Regulation
of Joint Stock Companies - Registrar of
Companies under Companies Act” - excess of
Rs.390.48 lakhs (against the sanctioned provision
of Rs.1642.21 lakhs) was due to payment of leave
travel concession and dearness allowance, increase
in rent, rates and taxes and office expenses owing
to implementation of Ministry of Company
Affairs-21 project.
(II) Under one head excess of Rs.64.25 lakhs
occurred constituting 11 percent of the sanctioned
provision.

In the capital section of the grant, the
overall savings (Rs.80.24 lakhs) constituted 22
percent of the supplementary grant of Rs.360.00
lakhs obtained in March, 2006 and 12 percent of
the total sanctioned provision.
