INVITATION OF BIDS
Sealed bids/ tenders of Expression of Interest are invited from eligible
bidders/Tenderers viz., Software Development firms/IT Manpower agencies for
supplying of services of
(i)
Six Sr. Developers and
(ii)
Five Sr. Programmers
for development of software applications and reporting tools in O/o the

Invites
EXPRESSION OF INTEREST (EOI)
From eligible Software Development firms/IT Manpower agencies for hiring
of services of:
(iii) Six Sr. Developers having Educational Qualification of
BE/B.Tech/MCA or any Bachelor Degree with Degree/Diploma in
Computer Science/Information Technology and with skill set of
VB6, ASP.NET, MS SQL, Reporting Services.
(ii) Five Sr. Programmers having Educational Qualification of
BE/B.Tech/MCA or any Bachelor Degree with Degree/Diploma in
Computer Science/Information Technology and with skill set of
IIS7, VB6, Crystal Reports, ASP.NET, MS SQL Administration,
Reporting Services
initially for a period of six months extendable for a further period of one
year for the development of software applications and reporting tools
undertaken by the Controller General of Accounts (CGA), Ministry of
Finance (Deptt. of Expenditure), Government of India.
The Controller General of Accounts is the principal Accounts Adviser to
the Government of India and is responsible for establishing and
maintaining a technically sound management accounting system.
He prepares a critical analysis of expenditures, revenues, borrowings and
the deficit for the Finance Minister every month.
He also prepares annual Appropriation Accounts (Civil) and Union Finance
Accounts for presentation to the parliament.
The software professionals will be deployed in projects as per the following
details:
e-Lekha : Development of Monthly Accounts utility and maintenance for complete
integration of Monthly Accounts with e-Lekha : 2 Sr. Developers
e-Lekha : Integration of Union Finance & Appropriation Accounts. Development of
applications for automation of the processes of preparation of Union Finance &
Annual Appropriation Accounts while facilitating the other stakeholders like

Principal Accounts Offices and Pay & Accounts Offices also online through
integration in e-Lekha web portal platform : 2 Sr. Developers
e-Payment: Development & Support(GePG and COMPACT) to ensure sustainable e-
Payment process across the Government of India : 2 Sr. Developers
Data Centre activities, administration, Housekeepinmg, Intra-CGA VPN
maintenance: 1 Sr. Programmer
GPF Module maintenance and eSamarth RollOut: Development, Support and
maintenance of GPF Module in COMPACT and eSamarth Rollout and Maintenance. :
3 Sr. Programmers
Interfacing of Pension module of COMPACT with CPAO/ 6CPC e-Revision : The
project is meant to modify/ refine the existing process in e-revision and pension
module of COMPACT especially with reference to 6th Central Pay Commission
recommendations on revision of Pension. The development and maintenance has
to be done for revising approximately more than 6 lakhs pre-2006 pension cases. : 1

The eligibility criteria for short listing would be as mentioned below:
a) The agency/ IT Manpower firm should have been in business of supply of
technical human resource for software development for the last three years
and should have provided services/executed similar work earlier.
b) The agency/ IT Manpower firm should have expertise in all of the
domains of Information Technology mentioned above.
c) The agency/ IT Manpower firm must have an annual average turnover of
Rupees One Crore during last three years.
The EoI should be accompanied with the name and correspondence details,
Office address, name of principal directors, organizational structure of the
agency/firm, audited balance sheets for the last three years, etc.
Interested bidders may submit their EoI in the format as Annexure 1
downloadable from the CGA’s website, in a sealed envelope clearly labelled
“EoI for IT Professionals for O/o CGA” to office of the Controller General
of Accounts (CGA) at the address mentioned below by 1700 hrs on
10.03.2014.
CGA reserves the right to accept or reject any application and to annul the
process at any time, without any liability and assigning any reason thereof.

Request for Proposal consisting of Technical Bid and Financial Bid will be
issued only to those firms/agencies which are shortlisted based on EoI.
