The above savings were partly offset by
excess under the following major heads:-
Major Head “3451” – “Secretariat –
Ministry of Petroleum and Natural Gas” – excess
of `179.88 lakhs (against the sanctioned provision
of `1740.00 lakhs) was due to receipt of more leave
travel concession claims, outsourcing of staff,
upgradation of pay of Assistant, Personal Assistant
and increase in membership contribution payable
to International Energy Forum Secretariat.
Major Head “2802” – “General – Subsidy
to Oil Marketing Companies - Subsidy on domestic
LPG and PDS Kerosene” – excess of `425.81 lakhs
(against the sanctioned provision of `290000.00
lakhs) was due to release of subsidy for new
Superior Kerosene Oil Depot and LPG bottling
plants commissioned after 2002.
In the capital section of the grant, although
supplementary grant of `10153.00 lakhs was
obtained in March, 2011, the expenditure exceeded
the sanctioned provision by `0.14 lakh (actual
excess was `14,000). The excess requires
regularisation by voting of Excess Demands for
Grants by the Parliament.
